Article 65 — Transitory Provisions

1/ The provisions of this Proclamation may not apply to cases that are pending at federal or regional judicial bodies before the coming into force of this Proclamation. 2/ Landholding certificates, which were issued before the coming in to force of this Proclamation shall be valid.
66. Power to Issue Regulation The Council of Ministers may issue Regulations to implement this Proclamation.
