1/ Distribution of land:
The land holding shall be distributed to those
who do not have rural land or to those who
have small size land holding. Where:
a) A land holder is deceased and has no
heirs;
b) A land holder has left his area of
residence due to settlement or their
desire for more than the time limit
and conditions determined by the
rural land administration laws of the
regions.
2/ Notwithstanding Sub-Article
(1) of this
Article, the landholdings of landholders
who left their locality due to natural or
man-made disasters may not be
distributed.

3/ Cultivable mountainous and gully lands
may be distributed to the landless based
on studies and in a manner that may not
cause damage to the land.
4/ where land is allocated according to
Article 5(1) of this Proclamation and
this Article, it shall be based on the land
use plan or study.
5/ Regional laws shall give priority to
landless women, youth, orphans, and
people with disabilities in distribution
programs. Regional laws shall consider,
inter alia, the income and family size of
applicants to access lands to be
distributed.
