Article 31 — Obligations of Rural Land Users and

1/ A rural land user shall properly use the land in accordance with the land use plan issued. In areas where the land use plan is not yet issued, the land user shall properly conserve the land. 2/ Based on the gravity of the damage, measures, to the extent depriving the landholding right, shall be taken where the landholders fails to properly conserve his land. 3/ As per Sub-Articles (1) and (2) of this Article, the obligations to be imposed on users of rural land, the details of the damage to the land, the measures to be taken, and the detail reasons that may result in the loss of holding and use rights shall be determined by regional laws.
