Article 16 — Exchange of Holdings

1/ A landholder may exchange his holding with another land.
2/ The right in Sub-Article
(1) of this Article shall not be limited by administrative boundary.
3/ Every landholding exchange contract shall be made in writing and be authenticated and registered before an institution authorized by regional governments.
4/ Where the exchange takes place between different regions, the contract shall be made in written form, and verified and registered by authorized federal institution .
