1/ This Proclamation shall apply to any rural
land in Ethiopia and certain rural kebeles
in the Regions and City Administrations
in urban areas.
2/ Without prejudice to Sub-Article
(1) of
this Article, this Proclamation shall apply
to lands that are incorporated into urban
boundaries but where such lands have
not yet been officially handed over to the
urban administration.
