Article 18 — Consolidation of Holdings

1/ Landholders may exchange their landholdings where the transaction has the effect of consolidating the holdings.
2/ Land consolidation contracts shall be made in writing and be authenticated and registered before an institution authorized by regional governments.
3/ Regional laws may provide incentives to landholders who exchange their holdings with the effect of consolidation.
