The decision shall be supported by at least three-fourth majority vote of the user community. 2/ Where communal land is leased out pursuant to Sub-Article (1) of this Article, it shall not result in the deprivation of their grazing land. 3/ Regional Rural Land Administration Institutions shall establish working teams in their Regional, Zone, Special Woreda, City, Woreda, and Kebele offices that may gather and provide information about potential lessors and lessees as well as jointly develop their holdings with investors. Such working teams shall conduct assessments on the local land market, and avail information to interested parties.
