፩/ ለማቀናበር ሕጋዊ መሠረት ያለው፣ የማቀናበሩ
ሂደት ርዕታዊ እና ግልጽ የአሠራር ሥርዓት ላይ
የተመሠረተ ፤
፪/ የሚሰበሰበው ለአንድ ወይም ከአንድ በላይ ለሆነ
እንደዚሁም ለተገለጸ ፣ ለታወቀ እና ሕጋዊ ለሆነ ዓላማ
ወይም ዓላማዎች ፤ በቀጣይ የሚቀናበረው ከዚህ ዓላማ
ወይም ከእነዚህ ዓላማዎች ጋር በሚጣጣም መልኩ፤
፫/ የሚሰበሰበው ለሚቀናበርበት ዓላማ ልከኛ መሆኑ
የተረጋገጠ፤
፬/ ትክክለኛነቱንና እንዳስፈላጊነቱ ወቅታዊነቱን የጠበቀ፤
፭/ ለዓላማው ወይም ለዓላማዎቹ አስፈላጊ ከሆነው ጊዜ
በላይ አለመከማቸቱ፣
